My first experience of the LORD shouting was in the mid 90s and what he said at that time was delivered to packed audiences in England.
Can the fact that he shouts be supported by scripture? YES.
In the book of Jeremiah it is written:
"Now prophesy all these words against them and say to them: 'The LORD will roar from on high; he will thunder from his holy dwelling and roar mightily against his land. He will shout like those who tread the grapes, shout against all who live on the earth". Jeremiah 25:30
"Rejoice greatly, Daughter Zion! Shout, Daughter Jerusalem!" Zech 9:9

A life redeemed is a life in the hands of the Lord. Every morning he brings his word of unfailing love, he leads the redeemed, in strength he guides the redeemed to his holy dwelling.
"The LORD loves the gates of Zion, more than all of the other dwellings of Jacob". Psa 87:2
