UKRAINIANS IN IRELAND

The Irish report that 14,000 Ukrainians were taken in by the Irish government, although CNN reported that it was 29,000. While there are homeless Irish people and Irish on the streets and in tents, the Irish government built a complete village for Ukrainians and some went home to see their families for Christmas. 

How can the Ukrainians be regarded as refugees if they're able to go home for Christmas and holidays? 

These modular buildings provided for them included furnishings, the building costs for each one is said to have cost 230,000 Euros, while the Irish are struggling to heat their homes and eat.
