Innocent people have been sent to prison for non-payment of council taxes when people have a reason to defend their case. Sometimes the law is unfair to some people that makes it unlawful. Another issue is that the poor can't afford a barrister and legal aid isn't available to defend them and their case.
In this video Blackbelt barrister discusses a 2019, Welsh case with a judge. On the back of this case in Wales, the court decided not to send anyone else to prison for non-payment of council tax. The claimant was Bristow and Sutor and in 2023 they are in contravention of the bailiffs regulations because they don't have a complaints procedure on their website. On that basis a case can get thrown out of court too.
